Excelsior Residents Information and House Rules
Introduction
Welcome. This information is provided to help you get the most out of living in the Excelsior Apartments.
In a building of 165 apartments and even more residents it is important for everyone’s privacy and ‘personal space’ that certain guidelines are followed. Every building has its procedures that are developed to minimise problems occurring that impact on other residents.
For you to enjoy maximum benefits from the Excelsior facilities, get on better with your neighbours, and have a more satisfactory relationship with Building Management take a few minutes to read and follow the suggestions detailed on this web page.

Parking
Residents must not park at random in a car space other than their own allotment/s. Do not park in any common area of the car park, including the wash bay unless you are specifically washing your vehicle.
Residents who park in the wrong space or common areas will have a notice placed on their windscreen advising that a repeat offence will result in having their access suspended.
Access Key Application form
The amount of $100-00 to be sent to the Strata Manager accompanied with the completed Access Key Application form (click on the link to download form). When payment has been received, Kooper & Levi will issue an order to [wcm] to release the key. If you are paying a deposit then retain the receipt, as in order to receive a refund you must return the key to [wcm] and produce the receipt to the strata manager.
Please Note !
All existing keys in your possession must be presented at the building managers office for auditing together with the application forms before any new keys are handed over.
Visitors Parking
Excelsior Apartments have no visitors parking. Visitors are requested to park in designated areas in the vicinity and at no stage are vehicles to block entry or exit points of the building. Law enforcement officers patrol the area daily and will fine vehicles found to be blocking access points or those parked in “no parking” or “no stopping” areas.
Moving in and Moving Out
Residents who are moving in or out of the building are advised that they have a responsibility to ensure that their removalists are covered by insurance.
In the event of damage to common property including lifts, by removalists, the resident will be held responsible to meet all costs associated with repairing the damage if the removalists are not adequately covered by insurance or cannot meet their liability for the damage.
Loading Dock Hours
Residents when moving in or out please note loading dock hours are Monday to Friday 10:30am to 3-30am ONLY (deliveries or pick-ups to be completed by 3:30pm). Residents please ensure you contact the Building Manager 7 days prior to book the loading dock once you have a day confirmed. A key deposit of $300-00 is required to be paid to the building manager by the person moving for which operating instructions, the lift + dock keys and receipt are given for the deposit which is refundable providing the instructions given adhered to.
Privacy
No building is totally soundproof. Loud music and loud noise will annoy your neighbours. Consideration is required. If you plan to have visitors please ensure you keep the music and noise to a reasonable level so you do not disturb other residents.
Garbage Disposal
There are Garbage Rooms on every floor of the building at the northern ends next to the fire stairs.
Please ensure that all domestic garbage be put in the chute and that recyclable items such as glass, paper and plastics are placed on the shelves against the back wall provided. Since the chute opening is quite small, please use small garbage bags that will fit. Supermarket bags are a good size. At no stage are residents to leave garbage bags on the floor.
If you do have a large volume of garbage, please contact the Building Manager to arrange to deposit directly into the garbage bins located on the ground level beside the loading dock
Please be careful that your garbage bag does not leak on to the carpet on the way to the garbage room. These messy drips are difficult to keep clean. With your help the cleaners can maintain these areas with greater ease, helping maintain a better environment for all residents on the floor. If you are found to have marked any carpet in the common area, you will be required to pay for the steam cleaning.
Household Item Disposals
Building Management can arrange for Sydney City Council to collect household items for disposal from the loading dock on behalf of Excelsior Residents.
Sydney City Council offers a collection service each Wednesday.
Please note however, residents must first notify Building Management of their intent prior to placing items in the loading dock.
Items placed in the loading dock without notifying the Building Manager prior, will result in charges for disposal sought from the offender.
Under no circumstance should a resident leave items in the loading dock without the Building Manager's approval.
Sydney City Council will only collect items from the list below:
- White goods – refrigerators, washing machines etc (doors must be removed)
- Furniture – lounges, rugs and mats, mattresses etc
- Garden waste – leaves, pruning etc (branches to be cut to 1 metre length and bundled)
- Appliances – televisions, toasters, heaters etc
Items outside of this list not accepted.
DO NOT THROW ITEMS FROM YOUR BALCONIES
As every apartment has a balcony be considerate of your neighbours and do not at anytime throw any item, in particular cigarettes over your balcony. If you wish to smoke on your balcony please use an ashtray to extinguish cigarettes and dispose of thoughtfully. To ensure that the awning and drainage around the building on level 1 stays clean and clear at all times Building Management requires every resident's assistance.
Balcony and Car Park Appearance
Since all balconies can be seen from the street, it is important to maintain an appropriate appearance suited to the style of the Excelsior Building, so please ensure your balcony is clean and free from rubbish at all times. It is not appropriate to ‘store’ anything in publicly viewable areas and especially so if the item is a fire risk.
Clothes hangers or drying racks of any type on balconies are strictly prohibited.
Your car space is also to remain clean and free from rubbish. Building Management will send notices to residents if the cleanliness and appearance of the building is compromised.
Recreational Facilities
You have the use of a wonderful heated swimming pool, steam room and sauna. Please use the shower provided in the recreational area before using these facilities. Building Management also requests you bring a towel to dry off before leaving.
Please do not bring more than two guests to the pool. You must accompany your guests and a resident adult is to supervise children at all times. Drinking glasses, glass bottles or other breakables are not permitted in the recreational facilities area at anytime.
Gym
The gym forms part of the recreational facilities and is for all residents to use.
Please ensure you bring a towel to cover equipment and wipe it down after use. Children are not permitted to use the gym equipment.
At times the equipment in the gym can be in high demand, when this occurs please be considerate and limit your time to 30 minutes per piece of equipment. Residents are asked to abide by this time limit particularly when using the popular equipment, i.e. the treadmill.
Intercom and CC (closed circuit) TV
Excelsior is a secure building. There is an intercom in each apartment that allows Residents to remotely unlock the main entry foyer door for visitors, this also activates the lift. Residents can use their television to view visitors as there is a camera on the main entry door. There is a camera also in operation at the main entry to the car park which residents can also view from their television..
Your guests can contact you by keying in your apartment number and then pressing the button with the bell icon.
Air Conditioning
A cooling tower located in the plant room supplies condenser cooling water throughout the building. There is no air conditioning system for the common areas. Each apartment has a package air conditioning unit with electric duct heating.
Operating Your Air Conditioning
A low or medium control selection is recommended for optimum results. Tests conducted by the air conditioning technician have proven the most effective cooling is obtained by low fan setting on 21 degrees. Contact Building Management for any issues or queries.
Fire Precautions
In the case of an emergency, phone “000” to summon the police, fire brigade or ambulance.
Each level has 2 Fire Cupboards containing a Hose Reel, extinguisher and fire phone. Your apartment is fitted with smoke alarms and automatic fire sprinklers. Loud- speakers are also installed in the building to communicate emergency alerts. In the case of an evacuation, follow the illuminated Exit sign to the nearest fire stairs. Do not use the lifts.
Smoke Alarms
All owners are responsible for the maintenance of their smoke alarms.
Smoke alarms are connected to the main power of each apartment and are fitted with a 9 volt battery back up.
The smoke alarms will beep when the battery is low or flat. The alarm may also sound if it gets dusty or dirty.
It is important that the smoke alarms are checked and maintained on a regular basis to ensure their effectiveness.
Digital Foxtel
Digital Foxtel is available, however box office movies, interactive functions and free to air are not available for Excelsior residents at this stage. A Digital upgrade for the building is currently being investigated. For further information on this contact Building Management, or to discuss packages available contact Foxtel on 13 17 87.
Building Management
Watt Corporate Maintenance is appointed to maintain all building services as part of a total facilities management program. Their representative, Craig Watt, looks after the building, grounds and car park by managing service providers for fire protection, lifts, electronic security, cleaning, and security operations.
